Mission
The mission of the Finance Department is to uphold the confidence of the citizens of Aransas Pass by managing the City's finances with integrity and pride. The department will strive to exceed the citizen's expectations by ensuring that all accounting functions including asset preservation, cash management, financial reporting, budget management, grant administration, and utility system billings and collections operate under principles determined by the Governmental Accounting Standard Board (GASB), Generally Accepted Accounting Principles (GAAP), and other legally mandated standards as required by Federal, State and City law.
Realizing that this mission can only be accomplished through strict budgetary controls the Finance Department is committed to support the city manager and the department heads in fulfilling all aspects of fiscal financial responsibility while offering quality customer service in the best interest of the most important element of the community we serve; our citizens.
About the Finance Department
The Finance Department is made up of three main divisions: administration, utility billing, and meter reading division.
The Administrative Division consist of the director, staff accountant, accounts payable clerk and payroll/benefits clerk. The finance director along with the staff accountant are responsible for the overall management and operations of the department, general accounting and grants, reconcilement of the City’s bank accounts, invoicing for leases, and provide timely and accurate financials. The accounts payable clerk is responsible for the paying of City wide invoices. The payroll/benefits clerk is responsible for the administration of payroll, new hire paperwork, and enrollment of employees to City benefits.
The Utility Billing Division consist of the utility manager and two clerks. They are responsible for the monthly billing and collection of the City’s 4,200 accounts. They provide customer service for any questions pertaining to any utility service.
The Meter Reader Division consist of three meter readers that answer to the utility manager. The meter readers are responsible for the accurate reading of all water meters, installations of new meters, disconnection and connecting services, and maintenance of water meters.
